£700 - £750 per day – Inside IR35 Umbrella

Background

On behalf of our client, Hampshire County Council, we are seeking a Public Health Consultant to take on a unique role leading the councils public health function, delivering the relevant aspects of the Public Health strategies, providing system leadership and

advocating for public health across the Council and the wider health and care system.

The role will be responsible for Hampshire and the Isle of Wight and travel to Newport, IOW will be required occasionally.

You will be responsible for

  • Ensuring delivery of the Councils’ public health duties to promote
  • Protecting the health of the Hampshire and IOW populations and to reduce health inequalities.
  • Working with the DPH and the consultant team to make best use of both Public Health department resources as well as influence the resources in the Council as a whole.
  • Advocating for a public health approach across the wider health and care system, both at local system level and STP geography.
  • Share the leadership across the organisations promoting cross-council solutions to deliver the Councils’ outcomes for its residents, customers and clients.
  • Be responsible for setting the strategic direction and leading the development, commissioning and quality improvement of key public health services.
  • Be proactive in working with district councils and other partners, including the voluntary sector to support delivery of the Public Health strategy.
  • Manage senior managers and practitioners relevant to the portfolio.

The postholder will be expected to:

  • Be able to cope with multiple and changing demands, and to meet tight deadlines.
  • Deal with complex public health issues, advise the Health and Wellbeing Board and make recommendations regarding services, patient care and wider determinants of health. A high level of tact and diplomacy is required and an ability to understand organisational cultures and to advise, challenge and advocate to enable effective working across organisational boundaries, influencing without authority;
  • Take an active role in the development of the Public Health team and the organisations and to take a creative and flexible attitude to changes in roles and function;
  • Play a full role in the management and leadership of the Public Health workforce within the local authority structure and to work with colleagues across the PHE South East region where collaborative professional working supports the increasing need for efficiency in local government.

In addition to the leadership responsibilities described above, precise areas of responsibility for this very senior post will be negotiated according to organisational requirements, key priorities and expertise within the directorate but are expected to include:

    • Leading across the system on the COVID-19 response taking a lead role in specific aspects of the response.
    • Taking a lead role in the COVID-19-recovery agenda of the system including taking a lead for a specific aspect of recovery.
    • Supporting transformation of key aspects of public health responsibilities and services in light of COVID-19.
    • Taking a lead role in the team for work on inequalities and response to the PHE disparities report and providing public health leadership into the NHS Turing the Tide programme

The position is deemed inside of IR35 and an attractive daily rate is being offered. The role is either a 1 or 3 year contract.
