Kent Police are seeking to appoint to the vital role of Head of Estates.

The Head of Estates is responsible for developing and delivering the Force’s Property and Estates Transformation Strategy, ensuring effective utilisation of the portfolio and guaranteeing that it meets the operational policing requirement.

The Force has a diverse portfolio throughout the County made up of over 150 assets including police stations, a training centre, offices and residential properties. Vital to the work of the service, the portfolio, which is owned and occupied by Kent Police, continues to evolve under the Estate Strategy in order to provide suitable facilities for its staff, partner organisations and the public.

Reporting to the Deputy Chief Officer, the Head of Estates will ensure effective implementation of the Estate Strategy via a direct team and external consultants, whilst providing continued recommendations for improvement. The strategy outlines the creation of an accessible and cost effective “hub” portfolio which meets the needs of agile and modern policing. Key responsibilities include: acquisitions and disposals, asset management, development, valuation, planned and preventative maintenance, sustainability, health and safety and commissioning of work.

The successful candidate will have a proven track record in a senior property or estates management role across a complex property portfolio within a comparable organisation. A commercial approach is required in order to ensure the very best utilisation of the portfolio, together with experience of managing large annual budgets and contract management of external suppliers. With responsibility for a team of property experts, the Head of Estates will ensure effective delivery of the strategy and new projects through people, whilst acting as a mentor and assisting with their continued career development. Stakeholder management skills are also essential in order to form strong and influential relationships with a range of individuals including internal senior colleagues, other blue light organisations, agents and the local community.

The successful candidate will be a Chartered Surveyor or Architect or possess another suitable recognised professional qualification, with demonstrable track record gained across a diverse range of Estates duties.

This Head of Estates appointment offers the opportunity to be directly responsible for leading a high-profile property portfolio and its future strategy within an emergency service organisation.
