Introduction

Imperial War Museums is seeking to appoint a Senior Technical Manager with a building services background who will also act as the deputy to the Head of Estates.

Leading the facilities and workplace section, the person will also have oversight of compliance and support the management of environmental conditioning and estate sustainability to safeguard our historic collection and buildings. The role requires a deep understanding of mechanical and/or electrical engineering systems, coupled with broader knowledge of the delivery of workplace services, ideally in or around listed buildings.

Purpose of the job

This is a mechanical and electrical / building services based role supporting the Head of Estates to ensure IWM has a safe, compliant and fit for purpose estate to support all user activities, including storage of the collection, staging exhibitions, and providing safe spaces for staff and visitors. This wide-ranging and flexible role covers many components of the estate, including maintenance, asset management, FM Services, project delivery, compliance and auditing.

Key duties
You will be expected to work independently, as well as across different departments and teams at all five IWM branches (London, Duxford and Manchester), in order to contribute to and deliver the priorities of IWM by using your deep and wide competences, talent and potential to the best of your ability.

You will focus at all times on delivering professionally competent and informed support to the Head of Estates, whilst ensuring quality, customer service and value for money are always considered. Your conduct at all times is to be professional and courteous, demonstrating the behaviours and attributes expected of all IWM employees. You will also adhere to all corporate standards and use corporate systems as directed, to ensure consistency of service, brand and operational standards.

You will be an experienced professionally qualified specialist in your area and take on broad responsibilities, working across departments effectively, working with individuals, partners and where appropriate volunteers.

You will be expected to comply with corporate standards, and use corporate systems, processes and procedures – and undertake any necessary training as directed.

In addition, your duties will include:

  • Professionally managing and understanding the mechanical, electrical and building services plant at all branches, ensuring maximum compliance and minimising the risk of breakdowns and/or failures by overseeing the effective maintenance, lifecycle replacement and improvement of assets.
  • Line managing staff and/or consultants in the Building Services, Technical Support and Compliance Section.
  • Supporting the Head of Estates with the custodianship of IWM’s £0.25Bn complex and historic estate across the five sites in three geographical areas of the UK. This will include deputising for the Head of Estates during periods of absence or as delegated at boards, meetings and other forums.
  • Maintaining a safe and compliant estate, reporting performance, presenting and advising the Head of Estates on all matters within your professional competence relating to the estate.
  • As delegated, operational leadership of the estates and facilities team, taking responsibility for all aspects of management.
  • Leading on the management and auditing of service contractors, such that all mechanical and electrical services, plant, and associated installations are compliant with current legislation, and are subject to statutory testing, inspection and record keeping. In all cases, taking into account listed building status and/or conservation areas.
  • Leading on the estate aspects of ensuring environmental conditions are optimal for the IWM collection and exhibitions, to include liaison and co-ordination with the Department of Collections Management in particular, and the development of appropriate processes, policies and procedures.
  • Acting as the delegated Responsible Person for Legionella and other key compliance appointments as identified by the Head of Estates and/or you.
  • Supporting the Head of Estates in ensuring the best use of all assets within the department annual operating budget (c£10M) and additional capital funding budget (c£6M).
  • Being a supporting professional point of contact for other relevant museum departments as they engage in projects that will overlap with the estate, to include working and co-operating with project teams.
  • Identifying and implementing learning and development needs of both yourself and your team.
  • Ensuring that all sites are supported in an efficient and timely manner, and are in a condition appropriate to their use. This includes overseeing construction, refurbishment and maintenance projects delegated to you.
  • Ensuring that any delegated budgets are managed and controlled in strict accordance with financial policies and procedures, and in accordance with your written letter of delegation.
  • Supporting the management of the IWM estate asset investment plan, asset management plan and the estate information systems.
  • Supporting business continuity planning and health and safety requirements.
  • Supporting the IWM Sustainability Framework Policy, including delivery of new initiatives and maintenance that aim to help meet the Government and IWM carbon reduction targets. This is to include utilities conservation and maximum energy efficiency.
  • Assisting the Head of Procurement and Compliance in the procurement of estate services contracts, consultancy support and works contracts in accordance with museum financial and procurement policies and procedures.
  • Developing, presenting and implementing new ideas to improve the scope and quality of service delivery standards.

Essential criteria

How this will be assessed

  1. Has a track record of high achievement attributed to an energetic and resourceful approach.
  2. A minimum of IOSH ‘Managing Safely’ trained and understands personal and corporate H&S, working with contractors and in-house resources.
  3. Has excellent IT proficiency – particularly MS Word and Excel, with MS Project and Access beneficial); training will be given in our specialised software.
  4. Is a good communicator at all levels.
  5. Chartered Engineer or an exceptional Incorporated Engineer with a degree and membership of an appropriate professional institution (CIBSE, IET, IMechE, etc).
  6. Demonstrable experience of working with building management systems (BMS) and/or building and environmental management systems (BEMS)
