On behalf of our client, a leading higher-education institution, we are seeking a Consultant Programme Manager to take on a unique role managing the university’s COVID-19 testing facilities across multiple campus locations. This is an excellent opportunity for an experienced Programme Lead from an estates, logistics and facilities background to act as Senior Responsible Officer (SRO) on a wide-ranging programme of work, leading a team of 35-40 across the country. The role will include strategy, scenario-planning and resource mobilisation.

This role has been deemed an essential by the UK Government and as such, travel will be permitted between different campus locations.

About the role

If you are an experienced Programme Manager with exceptional knowledge of operational services within Higher Education and the public sector at a senior level, this interim assignment is your opportunity to bring your weight of experience to the next phase of Covid-19 response and make a significant difference to the health, safety and well-being of thousands of students across this University.

Of significant importance will be your ability to understand the challenges involved for every department who can contribute or is affected; your ability to knit those departments together to maximise the positive impact they can delivery; offer assurance and confidence to the highest level that the University is organised and equipped to face anticipated challenges (existing, likely and potential); and provide structure vigour to the delivery and operation of the University’s response.

In this role, you will be responsible for the set-up of test centres at multiple sites to support high-volume testing on campus for students. You will liaise with the Department for Health and Social Care, as well as the existing Covid Response Board set up by the University earlier in the year.

This role would suit someone from a background in healthcare, education or accommodation who has particular skills in logistics management, programme management and site operations. Across the multiple sites, the successful candidate will need to identify suitable sites for testing facilities, working with the on-site FM’s and Estate Managers to turn academic or leisure spaces into functioning clinical sites.

The position is deemed outside of IR35 and an attractive daily rate is being offered. The role is initially forecast to be required until Easter 2021, but may continue for longer.
