Director of Mobility / Transportation

The role of Mobility Director is to ensure the provision of exceptional mobility services to residents and visitors in the new industrial development.

This role will drive the planning of the organisation’s mobility requirements in line with company strategic priorities, the definition of service design in collaboration with the Regional and Urban Mobility Sector, and supervision of service provision and operations with the Regional and Urban Mobility Sector as well as the involvement of other company sectors, consultants, architects/ master planners, engineers, etc. as necessary.

Responsibility

Develop/ update the companies mobility strategy and plan in collaboration with Land Mobility, including mobility vision and service design, execution of strategic studies,

Coordinate and contribute to mobility masterplan development and incorporation of mobility requirements into overall master plan

Contribute to procurement planning and execution including tendering documentation preparation, evaluation, selection, and onboarding of bidders, as well as supervise provision of mobility services in the company to ensure exceptional quality and delivery and public obligation (municipal) services to residents and visitors.

Identify, recruit and develop resources to drive the mandate

Coordinate the company Mobility Advisory Committee to support across development of service requirements, mobility master planning, service activation and operations supervision.

Core Mandate:

Develop the company’s mobility strategy, plan and requirements

Develop the vision, principles, and guidelines of mobility services for the company in line with overall groups vision.

Coordinate with Land Mobility teams on development/ update of the mobility service design.

Undertake or contribute to transportation and mobility strategic studies, mobility modeling, feasibility and business case reports and studies, traffic impact assessments, network/ route development on an ongoing basis as required.

Prepare mobility requirements for both fixed and mobile assets to enable activation of service design.

Coordinate development of mobility masterplan

Contribute to the preparation, evaluation and updates of detailed mobility masterplan including incorporation of infrastructure requirements for all services including for mass transit, active and micro mobility, water mobility, etc. as well as shared infrastructure such as OCC.

Coordinate with Urban Planning to ensure the integration of mobility service design with current/future land-use plans, population forecasts and master plan.

Coordinate with company zonal development leads for development of key assets such as multimodal hubs, transport-oriented development, etc.

Coordinate and collaborate with company stakeholders (e.g., Land Mobility, Urban Planning, Energy, etc.) and external stakeholders to ensure the effective planning of infrastructure projects.

Support in procurement planning, service activation and operations supervision

Support procurement planning and activation:

Provide asset, infrastructure and operational requirements for department mobility to Land Mobility / regional mobility agency.

Contribute to development of procurement and tendering documentation including pre-qualification, market sounding, tender drafts, evaluation criteria, etc.

Participate in pre-qualification/ tendering evaluation and selection process

Support in delivery requirements for selected bidder as needed (e.g., on-ground testing, commissioning, pilots, utilities, coordination with other sectors/ consultants, etc.)

Participate in supervision of operations and ensure exceptional mobility services:

Represent the companies in mobility-related matters with Land Mobility, regional mobility agency and operators.

Maintain liaison with regional transport agency and operators regarding the financing, planning, coordination, and delivery of mobility services.

Ensure adherence of operators to contractual standards as well as company-wide safety guidelines and regulations.

Review mobility service performance reports and offer suggestions / recommendations for improvement.

Experience, Skills & Qualifications:

15+ years of progressive experience in planning, design, and operations of urban mobility, including preparation and enablement of mobility strategy and masterplans, asset and infrastructure procurement and delivery and management of relationships with regional transport agencies and operators.

Experience in designing mobility services in greenfield urban environments is desired.

Diversified experience with various mobility areas including mass transit, active and micro mobility, water mobility, vertical mobility, etc. Experience running complex multimodal systems in urban environment highly desired.

Diversified experience with mobility infrastructure set-up and operations including depots/ storage, maintenance hubs, charging network, etc.

Experience with planning and implementation of urban mobility within masterplan projects.

Passionate about mobility service innovation and sustainability and revolutionizing the way people move.

Strong leadership, team building and team management capabilities across both internal teams and external stakeholders (operators, consultants, etc.)

Regional and Saudi experience and/ or experience with local entities such as ministry of transport, royal commissions and other giga projects is preferred.

Bachelor's degree in Civil Engineering, Traffic Engineering, Transportation Planning, Business or Public Administration (or closely related field).

A Master's degree is preferred.

Experience in using traffic analysis softwares like SIDRA, TRANSYT, SYNCHRO, HCS and good knowledge of microsimulation modelling packages like VISSIM and
